gl.IsEnabled() returns #GL_TRUE if cap is an enabled capability and returns #GL_FALSE
otherwise. Initially all capabilities except #GL_DITHER are disabled; #GL_DITHER is
initially enabled.

If an error is generated, gl.IsEnabled() returns 0.
